ELQN's Mission
ELQN partners believe that every child deserves a strong start. By collaborating with community members who know their neighborhoods best, we work to develop quality improvement strategies that reflect local values, needs, and resources. Supported by the Harris County Department of Economic Equity and Opportunity, ELQN aims to unite communities in creating lasting and meaningful changes in early childhood education.

Introducing ELQN: A Community-Driven Early Learning Program for Harris County Children (Ages 0–8)
We're empowering our youngest learners!
Harris County Public Library is excited to introduce the Early Learning Quality Network (ELQN), a pilot project in Harris County that aims to strengthen quality early childhood education for children aged 0-8.
With support from American Rescue Plan Act (ARPA) funding, we're partnering with families, local providers, and organizations like @HarrisCountyDEEO @ChildrenAtRisk, @YMCAHouston @vnteamwork @myehcec.
Our goal is simple: help every child access the care and resources they need. Check out this short video to see how ELQN is making waves connecting with local organizations and improving early learning throughout the greater Houston area
Proud to be serving our local communities in Harris County, Texas and entertaining library or book lovers and readers from all over!
