By collaborating with community members who know their neighborhoods best, we work to develop quality improvement strategies that reflect local values, needs, and resources. Supported by the Harris County Department of Economic Equity and Opportunity, ELQN aims to unite communities in creating lasting and meaningful changes in early childhood education.

NACo 2026 Achievement Award
The National Association of Counties recently recognized the Early Learning Quality Network for its innovative service to the Harris County community with its NACo 2026 Achievement Award.
Since 1970, the NACo Achievement Awards have recognized outstanding county government programs and services. Congratulations to the stakeholders, volunteers, program members, and most of all, the communities.
