HCPL Kanopy and Flipster Services End December 31

Due to rising costs, Harris County Public Library will discontinue its Kanopy and Flipster subscriptions at the end of 2025.

[HOUSTON, TX. DECEMBER 10, 2025] – Harris County Public Library works hard to offer as many high-quality educational and entertainment options as possible. But as costs continue to rise, the library has been reviewing the services it offers to ensure we continue to do the most good for the most people with the taxpayer funds entrusted to us.

After review, it was apparent that Kanopy (streaming video) and Flipster (digital magazines) were no longer cost-effective. As a result, both subscriptions will end on December 31, 2025, and will not be renewed. We know many patrons enjoy these platforms, and this decision was reached only after careful consideration.

Kanopy’s usage-based pricing model makes costs unpredictable. Even a relatively small spike in viewing can push the service over budget and force reductions in other parts of the library’s collection. While Flipster is more stable, its per-use cost has become harder to justify compared with other resources that serve a broader audience.

HCPL will continue to expand its DVD collection, including new releases from Hollywood and around the world. At this time, there is no cost-effective streaming alternative available, but we will continue to monitor the marketplace for sustainable options.

For digital magazine readers, HCPL continues to offer several strong alternatives with your library card:

  • OverDrive/Libby – Popular magazines, including back issues
  • PressReader – Thousands of newspapers and magazines from around the world
  • NewsBank – Local and national news coverage, including the Houston Chronicle
