About IMLS and NMMLS
Support for HCPL's NMMLS Nomination
Congresswoman Lizzie Fletcher and the late Congresswoman Sheila Jackson Lee nominated Harris County Public Library for the NMMLS. The library also received letters of endorsement from community partners like Interfaith Ministries for Greater Houston and Dress for Success, as well as letters from people just like you whose lives were enriched by the educational opportunities HCPL provides.
Why HCPL was awarded the NMMLS
Harris County Public Library’s long-term and continuing commitment to bringing innovative services to communities throughout its service area.
The Library's institutional culture of attentive listening and proactive response to the ever-evolving needs of the people it serves.
The Library's proven ability to build and sustain partnerships with a wide range of organizations to reach underserved populations
For HCPL Connected, the library partnered with T-Mobile and Google to provide 40,000 5G Wi-Fi hotspots with free unlimited data and the capability to connect multiple devices to the internet, as well as a total of 30,000 Chromebook computers to those in the community who lacked them.
HCPL works with the Harris County Juvenile Probation Department to provide stronger library collections and services for youth in detention and probation programs. Library staff lead literacy programs and work with HCJPD teachers and staff to tie library services into curriculum and projects.
The Library's team of four Mobile Outreach Librarians (MOLs) bring HCPL to the people where they gather, particularly in areas where there is not a nearby branch. They are essentially travelling librarians who deliver services needed or requested by different communities presenting educational programs as diverse as book clubs, internet fraud awareness and English Language Acquisition.
HCPL’s Enhanced+ Library Card is not just a library card with the patron’s photo on it. It is verified identification. Working with community partners and other Harris County Departments, HCPL has developed a rigorous system to ensure that the Enhanced+ Card is a trustworthy form of identification. The Enhanced+ Library Card represents a new option for people who might find it difficult to obtain verified photo identification from other governmental institutions.
