The first public library in the area was formed in 1927 and was located in a storefront. Shortly thereafter, it moved to a building it shared with the post office until 1936. The Highlands’ Garden Club then raised funds for a new building. Mr. Harry K. Johnson, who also provided the land on San Jacinto St., matched these funds. The first freestanding Highlands Library opened on San Jacinto St. in 1937 with 375 square feet. The original building still stands and now serves as the Chamber of Commerce.
In 1966, Anna Stratford donated a parcel of land that was little more than a field. This became Stratford Park and the new location for a 1,200 square foot building for the Highlands Library. This library is named in her honor. It opened in 1966. In 1986, a renovation added 1,500 square feet.
